Renovations, repairs on tap for county jail

Representatives of the Guernsey County Sheriff's Office including Sheriff Jeff Paden met with county commissioners on Tuesday to discuss renovations and repairs to the facility on Southgate Parkway.

"We are finding out there is some electrical work that needs to be done at the sheriff's office," Jeff Hannon told commissioners while speaking on behalf of the agency. "There are some projects that we want to complete and some safety issues that we want to correct."

Working along with county maintenance Supervisor Todd Carpenter and IT Coordinator Kenny Mathews, Hannon presented multiple plans to address safety concerns, signage on and outside the building and prepare for future emergency situations.

The initial project requires replacing a temporary power supply for lighting at the new K-9 memorial in front of the building.

The estimate through Hanna Electric to complete the project with three LED ground lights shining on the memorial and nearby flags would be $1,825, which would be paid through the maintenance department's contract services fund. The project cost includes $1,100 for labor and $725 for materials.

The sheriff's office is also looking at replacing lighting in the overhang at the front door after sustaining water damage due to a leak in the roof that has been repaired. The estimate for the project that includes installing a new sheriff's office sign at a cost of $10,500 and LED conversion for eight recessed lights at the entry overhang for $1,530 to be paid from contract services. The sign will be funded through the major building fund while the lights will be paid from contract services.

The second project discussed was adding an electrical hookup on the access road near the front entrance to the complex.

It would create a location for the Emergency Management Agency, Red Cross, Homeland Security, sheriff's office or other governmental agencies requiring power to stage during a disaster. The power supply would also be connected to the sheriff's office generator in the event of a power outage.

"We could also connect our communications truck in the event that we need more dispatchers during a natural disaster or another emergency situation," added Hannon.

The third project involves installing a 3-foot by 8-foot Cirrus LED sign at the entrance to the sheriff's office.

The sign would allow for the sheriff's office to post safety warnings and alerts, such as missing persons, traffic alerts, EMA alerts and snow emergency levels, as well as county reminders and informational messages. The estimated cost to provide a new 208 volt and 120 volt power service to the sign is $6,500 for materials and $3,500 for labor through Hanna Electric. That portion of the project would be paid through the county's major building fund.

The second part of the project that would be funded through a DUI Fund at the sheriff's office includes the top cabinet at $11,777, concrete footer at $2,100 and the display with a five-year data plan for a cellular modem at $33,623.

At the end of the meeting, commissioners initiated a resolution approving the proposed projects that was scheduled to voted on Thursday.
